In spite of their experiences with God in the wilderness, the Israelites continued to rebel and refused to enter the Promised Land. Due to their disobedience, the exodus journey had turned into an endless wandering of forty years. At beginning of Deuteronomy, the new generation finally arrived at the plains of Moab and was ready for the Promised Land.
However, Moses’ outburst at Meribah prevented him from entering the Promised Land. He had to find a new leader to lead the Israelites. The new generation needed to receive God’s promise directly. Therefore, Deuteronomy actually carries the meaning of God’s renewing His covenant with the new generation. Through recounting God’s deliverance in the past, Moses delivered his encouragement to the new generation and prepared them for the next mile.
